Main Purpose of Job
The 'Workforce Development Specialist Supervisor,' is the supervisory level in the field of workforce development. Employees in this classification, direct the labor exchange and re-employment activities of a major phase in a large office or a special workforce development program in a designated geographical area. This position has supervisory responsibility for Workforce Development Specialists, providing workforce development and re-employment activities that deliver a wide range of career services to special and targeted populations of job seekers to increase and enhance their job seeking skills and lessen their duration of unemployment.
POSITION DUTIES
Training, coaching, observing, and mentoring;
Ensuring that workloads are distributed in a fair andequitable fashion;
Monitoring staff compliance with agency rules and regulations;
Determining that agency staff are providing thehighest quality services possible;
Participating in statewide planning committees, includingbut not limited to, the Supervisors’ Forum, quality improvement activities andtask forces;
Checking equipment to identify worn or damaged itemson a regular basis to ensure that equipment meets acceptable standards for thedelivery of service to customers, and reporting any problems in this area tothe central office;
Participates in a variety of personnel-relatedactivities to ensure effective local office operations by:
Reading materials and/or attending meetings andtraining to enable employee to abide by laws, rules, regulations, procedures,policies, ethical responsibilities promulgated and/or governing the agency toensure compliance and services to customers;
Conducting meetings with all staff to inform of newand updated changes in agency policy;
Completing a written evaluation of each staff personsemi-annually by meeting with each staff member, discussing performance andother evaluation factors and presenting the staff person with a copy of theevaluation and a verbal explanation of the report in order to continuouslyimprove the levels of services to customers;
Promoting harmony at the work place throughdiscussions, meetings and actions to ensure a safe and stress-free workingenvironment;
Resolving disputes and complaints;
Organizing, recording training activities, anddistributing training-related materials to alert all staff to upcoming trainingschedules and encouraging participation in the same, to expand individualknowledge and skill levels to enhance the quality of customer service;
Instructing staff in the implementation and use ofa*gency resources;
Ensuring that all Centerstaff receive training in order to remain current in the use and implementationof procedures, regulations, automation, et
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:Five years of case management experience in the field of workforce development, delivering a wide range of career services to special and targeted populations of job seekers, one year of experience must include supervising employees conducting interviews with persons seeking employment and providing assistance to employers need qualified personnel to fill vacancies. Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conductingvocational placements, performing unemployment adjudications or appraising job applicants for employability.

1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours foreach year up to two years of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
Three years workforce development knowledge and/or experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience developing policies and/or standard operating procedures related to staff
- Experience providing training or technical assistance to staff.
- Experience retaining and developing staff
- Prior supervisory experience
SPECIAL REQUIREMENTS
